Uganda’s Constitution recognizes access to clean and safe water as a national objective and directive principle. However, citizens cannot easily take the government to court solely for failing to provide adequate water services. In some countries, access to water is treated as a legally enforceable right that allows individuals to sue the state.

Nature-based solutions include actions such as wetland restoration, tree planting, riverbank protection, and floodplain recovery. Engineered infrastructure includes dams, concrete drainage systems, levees, flood barriers, and large water-control structures.

Both approaches are currently used in different parts of Uganda for flood control, drought management, and water security.
